Gill-netting in Oregon

In Oregon, a ban on gill-netting on the Columbia River has been placed on the ballot.  It is an interesting debate between protecting our fisheries, and balancing commercial fishing with recreational and tribal fishing interests.  The ballot measure has sparked Governor Kitzhaber into take action through the Oregon Department of Fish and Wildlife. There has been an interesting discussion in the newspaper on the strategy — by both the campaign to get it on the ballot and by the Governor to usurp the authority for the agency.
